Grand Opening at The Doris on Main in Wheeling

Supporters and partners joined Woda Cooper Companies, Inc. to celebrate the opening of The Doris on Main with 45 new rental homes in Wheeling’s downtown

WHEELING, W. Va., March 18, 2024 – Woda Cooper Companies, Inc. hosted a grand opening and ribbon-cutting for community leaders and supporters March 15,2024, at The Doris on Main, a new market-rate 46-unit housing community with luxury amenities located at 930 West Main. 

The Doris was supported by the City of Wheeling and the Regional Economic Development Partnership (REDP), with primary financing provided by PNC Bank and Ohio Valley ADC, Inc.

“The City is thrilled to have The Doris in downtown Wheeling,” said Mayor Glenn Elliott. “The construction of The Doris helps to facilitate more people living and working downtown. The building itself dramatically improves the entrance to the city from Interstate 70.  The effort to bring The Doris to fruition was a great example of a public-private partnership, and I commend Woda Cooper Companies for being a great partner to work with. This project is a win-win in so many ways.”

The Doris is a four-story building with an attractive exterior with brick accents plus a rooftop terrace. There are 46 high-quality rental homes, with 19 one-bedroom and 27 two-bedroom units. Units feature quality contemporary flooring and cabinetry, quartz countertops and designer lighting. The kitchens are fully equipped with ENERGY STAR appliances including dishwashers. All units have washer/dryers.  Two-bedroom units have added built-in cabinetry in dining areas.

The Doris provides accessible apartment options to best serve residents with disabilities or handicaps.

Community spaces include a multipurpose community room with kitchenette, fitness center, coffee lounge, theater room, and roof top terrace named in honor of Mrs. Woda’s late brother, Dale Ingold. One parking space per unit is provided in the 10th Street Parking Garage.

The Doris on Main is a few blocks away from numerous restaurants, retail and service outlets, churches, medical facilities, the Capitol Theater and Heritage Port downtown festival grounds.

Primary financing for The Doris was provided by PNC’s Community Development Banking group. PNC Bank invested in Opportunity Zone equity financing, and served as lender for the first mortgage, including permanent and construction loans. The bank provided more than $6 million in financing for the development.

Meaningful tribute

The Doris on Main is named in honor of the late Doris Ann Ingold Woda, mother of Jeffery J. Woda, Woda Cooper’s chief visionary officer.  She was a long-time Ohio Valley businesswoman who was instrumental in helping Mr. Woda launch Woda Development and Construction, Inc., a predecessor to Woda Cooper Companies. 

“My mother loved Wheeling and she would be very proud to know that 46 local families have new beautiful apartments to call home,” said Mr.  Woda.  “Over the years, Woda Cooper Companies, Inc. has invested more than $60 million dollars in housing in the area which is making an impact in the City’s economic progress. We know that business and jobs will attract workers to a community if there is also adequate quality housing and I’m thrilled we’ve added a beautiful new housing option for downtown.”

The Regional Economic Development Partnership also weighed in on the impact The Doris will have in the community.  “We are very excited to be part of today’s opening of The Doris,” said Josh Jefferson, president and CEO.  “Jeff and Woda Cooper Companies have played a major role in enhancing the entire downtown living experience.  With many great organizations working together, the transformation of Wheeling continues to make incredible progress.  The opening of The Doris is a fine example of this collaboration and commitment to our future growth.”
