Woda Cooper Companies, Inc. and co-developer Project for Pride in Living (PPL) recently hosted a Grand Opening for Sandgrass Pointe, a new 44-unit affordable housing community in Brooklyn Park, MN. The Twin Cities metro faces a shortage of roughly 72,927 affordable and available rental homes for households at or below 50% of the Area Median Income (AMI), with only 62 affordable homes available for every 100 renter households in that bracket. The $26.2M condo development features 11 one-bedroom units, 22 two-bedroom units, 7 three-bedroom units and 4 four-bedroom units. The apartments are available for renters with household incomes between to 30%-80% of the area median income. Rents range from $554 to $1,830, based on income, the number of bedrooms, and unit size.
The community features a fitness center, playground, community garden, garages, community room, upgraded LVT flooring, energy-efficient air conditioning and heating, two-car garages or underground parking and more.
Co-developer PPL’s mission is to build hope, assets, and self-reliance of individuals and families who have lower incomes by providing transformative affordable housing and career readiness services. In 2025, PPL expanded affordable housing access with 212 new units giving more families a secure, stable place to call home.
PPL provides resident services through a person-centered, trauma-informed and culturally- responsive approach to promote stability for residents who have heightened barriers to housing, such as a history of homelessness. PPL customizes services to honor residents’ strengths and lived experiences while supporting their progress toward self-defined goals in areas such as employment, health and wellness, education, financial stability, community engagement, and more.
“Everyone deserves a stable, affordable place to call home. More than adding 44 affordable homes to the Brooklyn Park community, Sandgrass Pointe will also provide supportive services for residents as they work toward their goals,” said Karla Henderson, President & CEO, PPL. “We are honored to serve as both co-developer and service provider for this project and look forward to supporting residents as they build bright futures here.”
U.S. Bank served as a bridge lender, tax credit investor, and construction lender for this project. “Affordable housing developments like Sandgrass Pointe require coordinated financing and deep expertise,” said Dan Smith, Senior Vice President, Affordable Housing, U.S. Bancorp Impact Finance. “We’re proud to work alongside Woda Cooper and Project for Pride in Living to help structure capital that supports long-term affordability and community stability.”
Clay Cooper, Senior Vice President, Development, Woda Cooper Companies, Inc. added, “Affordable housing development is a collaborative effort, and Sandgrass Pointe demonstrates the important role that strong financial and development partnerships play in bringing these communities to life. We thank all of our partners for supporting this high-quality, affordable community for Brooklyn Park.”
