Frontline Development Group, LLC, and Woda Cooper Companies, Inc. co-hosted a ceremonial groundbreaking today, marking the start of Gordon Crossing, a 54-unit mixed-income development that will provide high-quality housing options for residents earning up to 80% of the area median income (AMI).

The $17.6 million investment, backed by a combination of public and private funding, represents a milestone in expanding affordable housing options in one of Cleveland’s most dynamic districts. The groundbreaking event, held at 1862 E. 101st Street, drew elected officials, community leaders, housing advocates, financial partners, and stakeholders committed to addressing Cleveland’s growing housing needs.
Located at the convergence of Hough and University Circle, Gordon Crossing sits at the heart of two dynamic neighborhoods, each deeply rooted in Cleveland’s economic and cultural landscape. Hough is a community with a strong legacy of resilience and revitalization, home to generations of families and a growing wave of investment. Just steps away, University Circle is a hub of world-class institutions, including leading hospitals, universities, and cultural anchors. Together, these two neighborhoods represent the intersection of community strength, economic opportunity, and long-term investment.
Local Support for Gordon Crossing

Council Member Stephanie D. Howse-Jones emphasized the importance of championing new affordable housing, especially lead by emerging local developers. “Gordon Crossing showcases the potential for creating development opportunities for emerging Black women-owned companies through integrated partnerships with seasoned developers,” said Council Member Howse-Jones. “It also provides hands-on work opportunities for local community members, fostering economic growth and skill development. The result is accessible, high-quality mixed-income housing that strengthens the Hough neighborhood within the Ward 7 community.”

Cuyahoga County has also committed invaluable support to Gordon Crossing. “Every resident deserves a place to call home, and the Gordon Crossing development is a step toward that reality,” said Cuyahoga County Executive Chris Ronayne. “This project will provide stability and improve the overall well-being and quality of life in our communities. Cuyahoga County is committed to supporting projects like Gordon Crossing that help individuals and families secure the housing they need to build strong futures.”
A Thoughtfully Designed Community
The four-story development will feature 42 two-bedroom and 12 three-bedroom apartments, offering modern amenities designed for both comfort and convenience. Each unit will include:
- Spacious floor plans
- Energy-efficient appliances, including dishwashers
- Washer/dryer hookups
- Luxury vinyl tile flooring
Residents will also have access to a community room with a kitchenette, an on-site management office, a parcel room, and outdoor spaces including a picnic area with grills and a pergola.

“Residents who choose Gordon Crossing will be part of a walkable, well-connected community,” Frontline Development Group’s President Sheila Wright added. “The location provides direct access to jobs in healthcare, education, and retail, along with public transit options that support workforce mobility.”
Projected rents range from $362 to $1,699 per month, depending on household income and unit size. The development is expected to house a diverse mix of residents, including caregivers, educators, hospitality and retail workers, civil servants, and others who are integral to Cleveland’s economy.
Strategic Partnerships Driving Investment
Gordon Crossing is supported by an equity investment from RBC Capital, utilizing housing tax credits allocated by the Ohio Housing Finance Agency (OHFA). Lenders include Dollar Bank, CF Bank, the City of Cleveland, the Ohio Affordable Housing Foundation, and OHFA HDL. Additional financing for select units comes from West Union Bank and Cuyahoga County.
The Cuyahoga Metropolitan Housing Authority (CMHA) has also provided support, and both the Cleveland-Cuyahoga County Port Authority and the City of Cleveland have contributed through tax incentives.

A Model for Future Development
Designed by PCI Design Group with civil engineering by Environmental Design Group and sustainability consulting by Sol Design + Consulting, Gordon Crossing will be constructed by Woda Construction Inc. and managed by Woda Cooper’s management division.
