Woda Cooper Companies recently celebrated the grand opening of Bains Pointe, a new affordable housing community located at 1100 High St. in Portsmouth. The $18.9 million investment brings 50 thoughtfully designed apartments to the heart of the city—delivering high-quality, accessible homes for Portsmouth’s workforce and families.
Bains Pointe is general-occupancy housing serving residents with incomes up to 80% of area median income (AMI). Current AMI guidelines place that at $56,400 for a one-person household and $80,560 for a four-person household. Projected rents range from approximately $400 to $1,315 depending on unit size and income restrictions. The Portsmouth Redevelopment and Housing Authority is providing project-based rental assistance for eight units.

STOP, Inc.—a designated Community Action Agency serving Eastern Virginia since 1965—will provide supportive services at Bains Pointe. STOP’s mission to reduce the effects of poverty through education, employment, housing, and health initiatives will help residents access resources that promote self-sufficiency and improved quality of life.
Honoring History & Community
Bains Pointe is named in honor of Eliza Bains, a Portsmouth hotel worker who aided enslaved people escaping on the Underground Railroad. The project was supported and endorsed by the City of Portsmouth, community leaders, and neighborhood organizations. The land for Bains Pointe was purchased from the Portsmouth Economic Development Authority, which noted the community’s role in supporting the local workforce and Portsmouth’s Innovation District.

Federal LIHTC Equity (Truist): $13,401,266 (Truist also provided a $14.8M construction loan)
First Mortgage (Cedar Rapids Bank & Trust): $3,400,000
Virginia Housing Trust Fund, National Housing Trust Fund, CSH Grant through Valhalla Mortgage, and other equity and deferred fee sources helped complete the financing, for a total project cost of approximately $18.93 million.
