Jodelle Carder, Senior Vice President of Operations.  Ms. Carder directs property operations for WMRE’s stabilized portfolio.  She has 35 years of experience in all phases of property management and has a proven ability to optimize the performance of the multi-family portfolios under her supervision through a team approach with a high level of accountability.  Prior to joining WMRE, Ms. Carder served as President of RLJ Management Company for over 5 years where she directed the corporate and property operations of a 5,000 unit affordable portfolio.  Prior to RLJ, Ms. Carder worked for Wallick Properties for 30 years performing all aspects of property management on a diverse portfolio, serving the last seven years as President of the property management operation with 10,000 units under management.  She has served as President of the Columbus Apartment Association, President of the Columbus IREM Chapter, currently serves as the President of the Council for Rural Housing and Development of Ohio and; on the Ohio Housing Finance Agency Tax Credit Compliance Advisory Committee.  

Amy C. Brown, CPA, Chief Financial Officer.  Ms. Brown has over 15 years of affordable housing and real estate accounting experience and currently holds active CPA licenses in Ohio, West Virginia, Maryland and Pennsylvania.  Ms. Brown joined Woda in June 2007.  Ms. Brown assists in arranging and closing syndications and financings, prepares development related state housing agency reports, oversees the development and management accounting and monitors related due dates.  Ms. Brown is also active in the housing industry outside of the Woda office as former Treasurer of the Council for Rural Housing & Development of Ohio, Inc. (CRHDO), a member of the OHFA Compliance Committee, and also co-chairs the Accountants Alumni Advisory Board at Capital University.  Prior to joining Woda, Ms. Brown began her public accounting experience in the tax department of KPMG in Columbus, Ohio and in 1997 become one of the founding partners of Fentress, Brown, CPAs & Associates, a CPA firm specialized in the affordable housing industry.  Ms. Brown is a graduate of Capital University and also a member of the American Institute of Certified Public Accountants and the Ohio Society of Certified Public Accountants.

Laura L. George, Vice President/Controller/Senior Property Accountant. Ms. George is responsible for the operational accounting and financial reporting for WMRE.  She manages the accounts payable, receivable and financial reporting to lenders, investors and owners of the respective apartment communities.  Ms. George has over 16 years accounting experience in the residential and hospitality real estate industry.  Ms. George joined WMRE in 2006.  Prior to joining WMRE, she worked for Capmark Realty Services, LLC.  Ms. George received her Bachelor Degree from Franklin University in 1994.

James E. Zambori, Senior Compliance Accountant.  Mr. Zambori is a CPA and oversees the management accounting and monitoring and implementation of WMRE’s management accounting software. Prior to joining WMRE, Mr. Zambori specialized in project accounting.  Mr. Zambori has over 22 years of accounting experience and has a broad understanding of all phases of accounting and he has worked with a variety of accounting systems and software applications.  Mr. Zambori was employed by a publicly traded, SEC regulated, consulting firm in Washington DC where he served as Senior Accountant from 1988 to 1996.  Mr. Zambori joined WMRE in 1996. Mr. Zambori received a B.S. in accounting from West Liberty State College in 1987, and his CPA certification in 1992.

Mark A. Shaffer, Chief of Staff. Mr. Shaffer assists in the direction of property management operations on a day-to-day and strategic basis. Prior to joining WMRE, Mr. Shaffer worked for The Woda Group, LLC as a Senior Accountant. Other responsibilities include assisting in the development and monitoring of company policies and procedures related to property management, assisting the Senior Vice President and other supervisors with special projects, financial monitoring and reporting, administrative tasks, and other related work. Mr. Shaffer also coordinates and acts as liaison with compliance and development staff and site staff to be in compliance with internal and external reporting and deadlines. Mr. Shaffer received his B.S. in Business Administration, majoring in Accounting from The Ohio State University in 2002.

Shane D. Branham, Director of Maintenance. Mr. Branham is responsible for the ongoing maintenance of the WMRE portfolio. Prior to joining WMRE, Mr. Branham worked for Woda Construction, Inc. as a Project Coordinator and Contract Administrator. Mr. Branham also spent six years at Lifestyle Communities, Ltd. in various aspects of construction and project management. At WMRE, Mr. Branham creates policies and procedures to insure that the Woda portfolio meets the highest physical standards with attention to innovative new products that enhance livability and energy conservation.  These policies and procedures are also used by maintenance technicians for the prevention, diagnosis, and correction of facility maintenance issues. He also communicates design and construction issues to The Woda Group, LLC and Woda Construction, Inc. to help improve future communities. He graduated from the Ohio State University in 2003 with a B.S. in Construction Systems Management.   

Sharon Lowe, HCCP, Director of Compliance.   Ms. Lowe oversees the compliance department of Woda Management. She ensures Woda managed properties are in strict compliance with all affordable housing programs on its diverse portfolio. The compliance department, under Ms. Lowes supervision, enhances property management effectiveness by providing the necessary assistance, information, training and support to on-site managers and management supervisory staff in program compliance. Ms. Lowe brings 36 years of experience in all phases of property management with the most recent 22 years focused on LIHTC compliance monitoring. Prior to joining WMRE in May of 2011, she ran the compliance function for Miller Valentine Group for 15 years and National Realty Management for 16 years. Ms. Lowe serves on the Board of Midwest Affordable Housing Management Organization and sits on the Ohio Housing Finance Agency Tax Credit Compliance Advisory Committee.

Leslie Taylor,Regional Manager.  Mrs. Taylor has been in the property management field for 23 years with extensive experience in Section 8 Housing, Rural Development 515 and 538, Tax Credit Section 42, as well as, conventional and commercial leasing.  Mrs. Taylor began her career with Terra Management as a clerical assistant in the corporate office and then on to be the site manager for a 60 unit Section 8 property in Fremont, Ohio.  Mrs. Taylor also worked for Mike Ferris Management where she specialized in conventional leasing primarily with condominiums in the Grove City, Ohio area.  Mrs. Taylor was then employed by Mt. Vernon Plaza for several years where she started out as an assistant manager for a 225 unit high rise building and two commercial buildings comprising of approximately 20-25 businesses.  Mrs. Taylor was promoted to the manager’s position of 150 townhouse family units.  Mrs. Taylor was then employed by Shurtz Management Inc., located in Granville, Ohio for approximately 6 years where she was the Management Director of a 26 property portfolio primarily consisting of Section 8, Rural Development 515 and Tax Credits.  From there, Mrs. Taylor went to LEADS Property Management where she was the Management Coordinator for a 21 property portfolio consisting of Section 8, Rural Development, Tax Credit and Conventional properties for over 5 years.  At present, Mrs. Taylor is a Regional Manager for WMRE where she has held this position for nearly 5 years.  Mrs. Taylor holds many certifications including Certified Occupancy Specialist, Tax Credit Specialist, and S.T.A.R. Rural Development Specialist to name a few.

Julie VanGorden, Regional Manager.  Ms. VanGorden has over 12 years of property management experience. Ms. VanGorden‘s experience includes project and tenant based Section 8, Tax Credit section 42 for OHFA, IHFA and KHC, and Rural Development 515 & 538. Ms. VanGorden holds a Real Estate Broker’s license for the State of Ohio. Before joining WMRE, Ms. VanGorden worked as Vice President for Maharg Management, Inc. for eight years, overseeing 22 multi-family communities. Ms. VanGorden’s certifications include Spectrum STAR certification and Specialist Housing Credit Management Certification of National Affordable Housing Management Association.  Currently, Ms. VanGorden is a Regional Manager responsible for the Supervision of three District Managers as it relates to the day-to-day functions of the sites.

Jessica A. Carr, Regional Manager.  Mrs. Carr joined Woda Management and Real Estate, LLC in August of 2003 as a Property Manager, became a District Manager in April of 2007, and was promoted to the Regional Manager position in August of 2010.  Mrs. Carr is a graduate of West Virginia University with a BA degree in History and a minor in Political Science. Mrs. Carr earned her Specialist in Housing Credit Management (SHCM) designation in 2006. Mrs. Carr’s housing experience includes Tax Credit section 42, Rural Development 515 & 538, as well as open market leasing.

Sandra M. Phillips, Regional Manager.  Ms. Phillips is a 25 year veteran in the property management field, with 16 years of experience as a Regional Property Manager.  Her portfolios consisted of conventional, commercial, condominium and affordable assets in Michigan, Maryland, Virginia and Washington D.C.   While with CREMCO, Lockwood Management and KMG Prestige, Ms. Phillips supervised new construction, lease ups and rehabs multifamily communities.  Ms. Phillips has assisted in the development of numerous company operation and policy manuals, served as a member of CREMCO’s RPM Due Diligence team, developed successful marketing programs and trained staff in the implementation of these programs, as well as new accounting software programs.  Ms. Phillips is a former Board Member of the Property Management Association of West Michigan and has experience in professional graphic design of brochures, advertising and logos.  Ms. Phillips joined Woda Management & Real Estate in August 2010 as a Regional Manager for Northern Ohio and Michigan. 

Dionne Fuller, Regional Manager. Ms. Fuller’s Real Estate Career encompasses 25 years of residential and commercial management.  Ms. Fuller joined Woda Management and Real Estate (WMRE) in 2011 to manage its growing portfolio in the Southeastern U.S. Based in WMRE’s Savannah office, Ms. Fuller is responsible for the management over-site of new acquisitions and developments. Prior to joining WMRE, Ms. Fuller successfully managed One million square feet of commercial space and a 2500 unit residential portfolio that consisted of both stabilized and distressed properties that were under receivership.  She effectively executed lease-up and marketing campaigns to stabilize distressed properties and prepare them for a marketable disposition.  For the Woda Group, she will oversee the lease-up and marketing of the Southeast Region for newly developed and renovated communities.  Ms. Fuller holds a Georgia Real Estate License and is a member of the Institute of Real Estate and Management (IREM) and a member of the Building Owners and Managers Associations (BOMA).  She has also been a member of the National Association of Women in Construction (NAWIC).
